Eligibility Basics

Category 1 vs. Category 2
Category 1 — Data Transmission & Internet Access
Covers the services that connect your buildings to the internet and to each other:
- Broadband internet access
- Wide-area network (WAN) connections
- Fiber (lit fiber, dark fiber) and related network equipment
Category 2 — Internal Connections
Covers the equipment that distributes connectivity inside your buildings:
- Wireless access points and controllers
- Network switches (LAN)
- Routers (if used for internal routing)
- Basic firewall functionality
- UPS units (protecting eligible network equipment)
- Racks, cabling and installation
Discount rates
Discounts are based on:
- NSLP eligibility — the percentage of students eligible for the National School Lunch Program (used as an income proxy)
- Urban/rural designation — rural entities get higher discounts at lower income levels
Category 1 discounts range from 20% to 90%. Category 2 discounts range from 20% to 85%: the highest-need tier is capped at 85% for Category 2. The full table is in E-Rate Calculator under Discount Rate Reference.
What is the ESL?
The Eligible Services List (ESL) is published annually by the FCC and defines which products and services are eligible for E-Rate funding. The FY2026 ESL (DA 25-1069) is the current governing document, and it's the main source behind AI Q&A.
Common eligibility pitfalls
Firewalls — basic firewall protection is eligible. Advanced features such as intrusion prevention, content filtering, antivirus and sandboxing are not, so a license that mixes both needs a cost allocation that removes the ineligible part.
Software and licenses — standalone software is generally ineligible. Licenses and subscriptions that support eligible equipment can be eligible; starting in FY2026, software-based and remote services (such as updates, remote support and remote configuration) are requested as Internal Connections.
Basic maintenance (BMIC) — starting in FY2026, BMIC is limited to in-person, on-site work such as physical repair and in-person configuration changes.
Power — UPS units are eligible when they protect eligible network equipment. Standalone PDUs generally are not.
Installation — installation of eligible equipment is eligible. Installation of ineligible equipment is not.
The 5-year C2 budget cycle
Category 2 budgets are set for a 5-year cycle per entity. The current cycle runs FY2026–FY2030 and uses a rate of $153 per student. Unused budget does not carry forward into the next cycle. To see a district's actual budget and what's been used, use District C2 Lookup.
