Eligibility Basics

A quick reference for E-Rate eligibility concepts.

Category 1 vs. Category 2

Category 1 — Data Transmission & Internet Access Covers the services that connect your buildings to the internet and to each other: - Broadband internet access - Wide-area network (WAN) connections - Fiber installation (dark fiber, lit fiber) - Cellular backup services

Category 2 — Internal Connections Covers the equipment that distributes connectivity inside your buildings: - Wireless access points - Network switches (LAN) - Routers (if used for internal routing) - UPS units (protecting eligible network equipment) - Cabling and installation

Discount rates

Discounts range from 20% to 90% based on:

  1. 1.NSLP eligibility — percentage of students eligible for the National School Lunch Program (used as an income proxy)
  2. 2.Urban/rural designation — rural entities get higher discounts
  3. 3.School vs. library — same rate table applies to both

The minimum discount is 20%. The maximum is 90%.

What is the ESL?

The Eligible Services List (ESL) is published annually by the FCC and defines exactly what products and services are eligible for E-Rate funding. The FY2026 ESL (DA 25-1069) is the current governing document.

Common eligibility pitfalls

Cloud management licenses — hardware is often eligible; the cloud subscription to manage it often is not.

Software — most standalone software is ineligible. Software bundled with eligible hardware may be eligible.

Installation — installation of eligible equipment is eligible. Installation of ineligible equipment is not.

Maintenance and support — SmartNet and similar hardware support contracts are eligible under Category 2 starting FY2026.

Firewalls — basic firewall functionality is ineligible as a security service. However, a firewall that also functions as a Category 1 router may be eligible for the routing portion.

The 5-year C2 budget cycle

Category 2 budgets are allocated on a rolling 5-year cycle per entity. The current cycle covers FY2021–2025. FY2026 begins a new cycle with a new $153/student rate. Unused budget does not carry forward between cycles.
